Wentling, Bonner Announce Act 13 Funding Disbursements to Mercer County

June 15, 2026

HARRISBURG – The Commonwealth’s impact fee tax on unconventional natural gas wells will once again deliver millions of dollars in funding to communities and projects throughout Pennsylvania, including more than $313,000 to Mercer County and its municipalities, state Reps. Parke Wentling (R-Mercer) and Tim Bonner (R-Mercer/Butler) announced Monday.

Impact fee taxes are levied in addition to regular business taxes paid by every corporation in Pennsylvania. The disbursements were based on a formula established in Act 13 of 2012 to ensure communities affected by drilling receive funding for projects such as road and bridge repairs, housing and other infrastructure needs. Approximately $3.12 billion has been generated by this tax on drillers to date.

“As past president of the Mercer County Trails Association, as well as of the Erie to Pittsburgh Trail Alliance, former chair of the Joint Legislative Conservation Committee and co-chair of the bipartisan Pennsylvania House Cycling and Trails Caucus, I’m pleased this money is coming back to Mercer County and its municipalities for a host of uses, including the creation of trails, like Greenville’s Shenango River Trail and Sharpsville’s Trout Island Trail,” said Wentling.

“Pennsylvania is the nation’s third leading producer of natural gas,” Bonner said. “Our energy production adds greatly to the economy, our national defense and our energy independence. It also adds significant revenue to our state treasury and local governments. We are fortunate to have abundant clean energy in our Commonwealth which also supports government services.”
